The Veazie (Maine) Sewer District operates a three-cell aerated Lagoon system to treat up to 350,000 gallons of sanitary sewerage per day.

 


INVITATION TO BID

Notice is hereby given that the Veazie Sewer District will receive sealed Bids for
the Oak Grove Street Sanitary Sewer Main Replacement in accordance with the
Invitation to Bid, Bid Form, Agreement, General Conditions, Supplementary
Conditions, Specifications, and Drawings. Failure to comply with any of these
conditions may result in the Bidder being determined non-responsive and
therefore, not entitled to the award of this contract.

Sealed Bids will be received at the Veazie Sewer District, 34 Hobson Avenue,
Veazie, ME 04401 until 1:30 p.m., Local Time, on Monday, February 26, 2018, and
then publicly opened and read aloud at the Veazie Sewer District Trustee
meeting at 6:30 pm. The Bid should be clearly marked "Oak Grove Street
Sanitary Sewer Main Replacement".

The work shall consist of the replacement of the existing sanitary sewer main on
Oak Grove Street in the Town of Veazie. The project shall be substantially
completed within 30 days.

A non-mandatory Pre-Bid meeting will be held at 11:00 a.m. on Tuesday,
February 6, 2018 at the Veazie Sewer District, located at 34 Hobson Avenue,
Veazie, ME 04401.

The Project Manual may be examined at the following locations:

Copies of the Project Manual (paper and/or digital) may be obtained at CES, Inc.
located at 465 South Main Street, P.O. Box 639, Brewer, ME, 04412 on or about
Monday, January 29, 2018. There is a non-refundable payment of $150.00 for
each set. Bidders must have purchased a Project Manual for their bid to be
considered.

Bid Security in the amount of five percent of the Total Bid must be submitted as
part of the bid. The Bid Security may be either a proposal guarantee bond
executed by a surety company authorized to do business in the State of Maine
or a certified check drawn upon a bank within the State of Maine. No Bid may be
withdrawn for at least 60 days after receipt of Bids unless released by the
Owner. Bids submitted without Bid Security and completed certification forms
will not be considered.

The successful Bidder shall perform the work and furnish a Performance and
Payment bond, each in the amount of 100% of the Contract price with a
corporate surety authorized to do business in the State of Maine. The
Contractor shall guarantee all materials and equipment furnished and work
performed for a period of one year from the date of substantial completion. The
Performance Bond shall remain in full force and in effect through the guarantee
period.

This project is subject to all requirements of the Davis-Bacon Act concerning
wage rates and fringe benefits. The Federal Wage Decision Number for this
project is ME170107.

SRF Disadvantaged Business Enterprises Program: The contractor must comply
with the Disadvantaged Business Enterprises (DBE) SRF special requirements
contained in the CWSRF Supplementary Conditions. Failure of the successful
bidder to complete the pre-award requirements of this program may result in
finding that the bidder is non-responsible and therefore not entitled to award of
this contract.

Federal Requirements: The contractor must comply with all Federal
Requirements per the CWSRF Supplementary Conditions, including submittal of
pre-award certification regarding Lobbying.

Davis-Bacon and Related Acts: The contractor must comply with Davis-
Bacon (DB) and Davis-Bacon Related Acts (DBRA) as stated in the CWSRF
Supplementary Conditions. All laborers and mechanics employed by the
contractor and subcontractors on this project shall not be paid less than the
prevailing wage rates contained in the wage determination published in the
bidding documents. Any laborers and mechanics not listed in the wage
determination shall be paid at least as much as the lowest wage rate for
other similar trade classifications already contained in the wage determination
published in the bidding documents.

American Iron and Steel: The Contractor shall comply with the Use of American
Iron and Steel requirements on this project.

Disclaimer: This contract is expected to be funded in whole or in part by the
State of Maine Department of Environmental Protection (DEP) Clean Water State
Revolving Loan Fund (CWSRF) program. Neither the State of Maine nor any of
its departments, agencies, or employees is or will be a party to this contract.
The word "agency" in the contract documents refers to the DEP and all other
involved funding agencies. The Contractor must comply with all associated
requirements as stated herein.

The Veazie Sewer District reserves the right to reject any or all Bids, to waive any
technical or legal deficiencies, to reject any unbalanced bids, to accept any
Bid that it may deem to be in the best interests of the Owner, to negotiate the
Contract Price with any Bidder, and to omit any item or items deemed advisable
for the interest of the Owner.
